  8. Greater engagement of genuine civil society groups and the independent sector in policy formulation, implementation and monitoring.
  9. An aggressive infrastructural development programme that will enhance the nation’s road networks, rail system, seaports, airports, water supply and other infrastructure.
  10. A progressive increase in power generation, transmission and distribution capacity with a view to achieving twenty-four-hour uninterrupted power supply while simultaneously developing renewable energy infrastructure.
  11. An enabling legal and policy environment for women and youth development and empowerment.
  12. An enabling legal and policy environment for developing and harnessing Nigeria’s fast growing creative industries including arts, media, entertainment and sports.
  13. Legal and policy initiatives to alleviate poverty as well as cater to the underprivileged, the physically challenged and the aged with a view to enhancing social welfare and social justice.
